By the decision of the EAEU in 2016, the plan of liberalization for the service sector "Weather Forecast and meteorology"was adopted. This document assumes the creation of a single market for meteorological services in the EAEU countries.
The liberalization of the service sector within the EAEU means that non-state producers from other EAEU countries (Kyrgyzstan, Armenia, Belarus, the Russian Federation) operating in the field of weather forecasting and meteorology have the right to provide such services on the territory of the Republic of Kazakhstan.
These rules are mirrored, for example, Kazakh service providers in the "Weather Forecast and Meteorology" sector can provide services in other EAEU member countries.
The activities in the field of meteorology in Kazakhstan have been transferred to a competitive environment, with the exception of the activities of RSE "Kazhydromet".
Participants in the competitive environment - producers of meteorological information-must be registered as a legal entity or an individual entrepreneur and have the right to own the equipment and measuring instruments necessary for the implementation of the planned activity, as well as qualified personnel. If all these conditions are met, the supplier is included in the register of producers of meteorological information.
It should be noted that non-state producers of meteorological information are obliged to provide the received meteorological information to the NGMS (national Hydrometeorological Service of the Republic of Kazakhstan) free of charge. This information can be used by the NGMS to make weather forecasts and is included in the hydrometeorological fund.
