Karaulan Valentina Evstafyevna, was born in Ukraine in 1941. She graduated from school in 1958 and immediately entered the Odessa Hydrometeorological Institute at the Faculty of Meteorology and Agrometeorology.
After graduating from the Institute in 1963, she was assigned to Kazakhstan. Upon arrival in Alma-Ata, she completed a 3-month internship and was sent to work in the city of Tselinograd - the capital of the Virgin Territory, which united five regions of Northern Kazakhstan.
The development of virgin and fallow lands was the reason for the reorganization of the Akmola Hydrometeorological Bureau, whose functions were expanded, into the Tselinograd Hydrometeorological Observatory (CGMO).
The staff of the observatory was staffed mainly by young specialists who came from different parts of the Soviet Union. A 4-storey residential building was built specifically to accommodate young people on Lesnoy Street (now it is Zhangildin Street).
Upon arrival, Valentina Evstafyevna was appointed to the position of a meteorological engineer in the meteorology department.
The work was associated with frequent visits to the network units of the Virgin Territory to assess the activities of each observation post. Visiting weather stations gave specialists the opportunity to improve their level of knowledge, acquire practical skills in mastering their profession, and assist employees of hydrometeorological stations.
She worked as an engineer, senior engineer for 15 years.
Later she was appointed head of the Meteorology Department. At work, she had to visit the network often in connection with the opening of new observation points, the transfer of weather stations, methodical inspections, installation and verification of instruments.
The observatory's activities expanded over time. Chemical and agrochemical laboratories were opened. The Tselinograd Hydrometeorological Observatory has always been the foremost in all endeavors. In order to train the staff of the observation network and to improve the quality of observations, it was decided to hold seminars and refresher courses for all network workers.
In the summer, observers and heads of weather stations from all regions of Kazakhstan gathered at TSGMO, where they were taught how to work with modern remote devices, how to properly conduct technical and critical control of meteorological observations, and how to analyze physical processes.
In 1987, at the height of perestroika, taking place in the USSR, at the general meeting of the TSGMO staff, Valentina Evstafyevna was elected director of the hydrometeorological observatory and worked in this position for ten years.
Despite her retirement age, she continued her career as a metrologist at the Hydrometeorological Monitoring Center in Astana, and then at the head enterprise of RSE "Kazhydromet" until 2018.
