On December 3, 2019, a Financial Agreement was signed between the Executive Committee of

IFAS and the International Development Association (hereinafter IDA) according to which EC IFAS was provided with a grant (grant number D356-7C) to finance Regional Component A of the Central Asia Hydrometeorology Modernization Project (CAHMP) to be implemented by the Executive Committee of the International Fund for Saving the Aral Sea (EC-IFAS) with support from the Regional Center of Hydrology for day-to-day regional coordination and implementation.

To carry out work on equipment acceptancy, one Consultant is involved, who must meet the attached term of references which will be send by request to email identified below.

A consultant will be selected in accordance with the procedures outlined in the World Bank Guidelines on the Selection and Recruitment of Consultants by World Bank Borrowers (edition: January 2011, revised and revised July 2014).

 TERMS OF REFERENCE FOR THE REGIONAL CENTER OF HYDROLOGY CONSULTANT - EXPERT FOR EQUIPMENT ACCEPTANCY

1. General information

The regional activities aimed to improve the accuracy and timeliness of hydrometeorological services in Central Asia are implemented by the Regional Center of Hydrology under the Executive Committee of the International Fund for Saving the Aral Sea (EC-IFAS) in accordance with the Financial Agreement between EC IFAS and the International Development Association (IDA) dated December 3, 2019 for additional financing of the Central Asia Hydrometeorological Modernization Project (CAHMP).

Component A CAHMP is implementing the following regional activities in the National Meteorological and Hydrological Services of Central Asia (NMHS CA) according to the procurement plan:

➢  Supply of equipment for building the core of the information and telecommunications system of the WMO Regional Meteorological Center (Uzhydromet);

➢  Supply of equipment for access, control and security of the information and telecommunications system of the WMO Regional Meteorological Center (Uzhydromet);

➢  Supply and installation of the structured cabling system to the WMO Regional Meteorological Center (Uzhydromet);

➢  Supply and installation of equipment and software for the implementation of a system for collecting and processing metadata and forecasting at the WMO Regional Specialized Meteorological Center;

➢  Supply and installation of equipment and software intended for continuous monitoring of the agricultural lands status and use (Kyrgyzhydromet, RCH EC-IFAS, Tajikhydromet).

2. Objectives of the assignment 

Objective of the assignment is to hire qualified technical expert for supporting RCH in acceptance of the supplied IT equipment and systems.

3. Scope of work

Technical expert shall perform the following tasks:

  1. Monitor implementation of the contract, supply of the requested equipment.

  2. Participation with Supplier and Recipient in acceptance of the equipment in accordance with contract conditions.

  3. Checks the supplied equipment for the Contract requirements compliance and preparation of the acceptance acts, including assessment of the tasks performed.

  4. Asses the quantity and quality of trainings for NMHS conducted by the Contractor; According to the terms of the contract. 

4. Period

Lump sum contract will be signed for 10 months. The contract may be extended subject to satisfactory performance by the Expert.

Payments under the contract will be made on a lump sum basis 5. Reporting

The Consultant shall report directly to the Project Manager who has overall responsibility of the Project. The Consultant-expert is supposed to work closely with the executors of the activities specified in the Scope of Work and the Recipients (NHMSs CA).

The work of the expert consultant shall be evaluated on the basis of the submitted report on the results of the work, which should reflect the description of the work done in accordance with the tasks, reporting documents and additional materials.

Reports shall be submitted both on paper and in electronic format.

After approval by the procurer of the Project Management Group, the report is submitted for approval to the head of RCH EC IFAS.

 

6. Location

Main location of the expert is Kazakhstan, Almaty. Possible trips to Kyrgyzstan, Tajikistan, Uzbekistan.

7. Participation of RCH and Recipient 

RCH EC IFAS shall provide information and other materials for the successful implementation of the tasks.

10. Qualification requirements

1  Bachelor's/Engineer's degree in ICT or IT related fields, computer sciences or related disciplines

2  Min 5 years’ experience in IT sector as following:

-   database management systems (hardware and software); 

-   network management system; 

-   database and network security management (e.g. CCNA, CCENT, Security Plus);  - data visualization and mapping systems (e.g. GIS, map-server); - local area network applications.

3  Fluent in Russian (oral and written), additionally advanced English language skills (oral and written) is an advantage. 

4. Experience in testing, controlling of the ICT (hardware and software) and reporting it, and reviewing the reports written by others.
