1. The Executive Committee of the International Fund for Saving the Aral Sea has received financial assistance from the World Bank to cover the costs of the Project "Project for the Modernization of hydrometeorological services in Central Asia" Component A and intends to use part of the funds to make payments under the Contract for the supply, installation of equipment and software for the introduction of a system for collecting and processing metadata and forecasting in a Regional specialized the WMO Meteorological Center.
For this contract, the Borrower must process payments using the direct payment method, as defined in the World Bank's Guidelines on Disbursements of Funds for Financing Investment Projects, with the exception of those payments that are made under a letter of credit in accordance with the contract.
2. The Corporate Foundation "Regional Center of Hydrology" (CF "RCG") invites eligible Bidders to submit bids in sealed envelopes for the Supply, installation of equipment and software for the implementation of a metadata collection and processing system and forecasting at the WMO Regional Specialized Meteorological Center.
3. The bidding will be conducted on the basis of international competitive bidding procedures using the Request for Proposals (RFP) set out in the Procurement Rules for Borrowers of the FIP of the World Bank issued in July 2016 and revised in November 2017, August 2018 (Procurement Rules), and are open to all eligible Bidders.
4. Eligible bidders can get additional information to the Corporate Fund "Regional Center of Hydrology" (RCG), 050002, Republic of Kazakhstan, Almaty, Abaya Avenue, house 32, office 304, e-mail: cahmpec@gmail.com and study the tender documentation during working hours from 09-00 to 18-00 hours at the specified below the address.
5. The tender documentation in English and/or Russian may be purchased by interested eligible bidders after submitting a written application to the email address indicated below. The document will be sent by email.
6. Bids must be delivered to the address indicated below no later than 17:00 (according to the time of Nur-Sultan, Republic of Kazakhstan) August 22, 2022. Bidding in electronic form is not provided. Bids will be rejected late. Bids will be opened publicly in the presence of designated
representatives of Bidders and anyone who wishes to appear at the address indicated below in
17:00 hours (according to the time of Nur-Sultan) August 22, 2022.
7. All applications must be accompanied by a Bank guarantee of participation in the auction in the amount of 1,800 (one thousand eight hundred) US dollars.
8. Pay attention to the Procurement Rules requiring the Borrower to disclose information about the beneficial ownership of the winning bidder as part of the Notification of the Award of the Contract using the Beneficial Ownership Disclosure Form as specified in the tender documentation.
