The forecast is based on the amount of precipitation during the cold period, the depth of soil freezing, and the presence of an ice crust on the soil surface.
The forecast is preliminary and will be updated based on current weather conditions. After the rivers thaw, short-term hydrological forecasts will be published weekly to provide timely information to the public and authorities.
