A staff meeting was held at RSE Kazhydromet, during which the environmental provisions of the draft new Constitution of the Republic of Kazakhstan, submitted for public discussion, were considered.
It was noted that the draft Constitution for the first time establishes the principle of respect for nature at the level of the Basic Law along with the basic state principles of justice, law and order. The introduction of new constitutional norms related to the environment forms a solid legal basis for the implementation of state environmental policy and the transition to a model of sustainable development.
According to the draft Constitution, ecology is defined as the basic value of the State. The duty of citizens to preserve nature and take care of natural resources is consolidated. The State, in turn, undertakes to ensure the protection of the environment favorable to human life and health, and also introduces legal responsibility for concealing facts and circumstances that threaten the life and health of the population.
It was also noted that the consolidation of environmental responsibilities in the Constitution will become the legal foundation for further improvement of environmental legislation, protection of biodiversity, increasing the effectiveness of law enforcement and the formation of an ecological culture of society.
Following the meeting, it was emphasized that the norms of the draft new Constitution create the basis for the long-term protection of citizens' environmental rights, strengthening the country's environmental security and ensuring sustainable development, taking into account the interests of future generations.
