On January 5, 2023, Vsevolod Viktorovich Golubtsov, an outstanding scientist-hydrologist of Kazakhstan and CIS countries, a specialist in the field of mathematical modeling of hydrological processes and the development of methods of hydrological calculations and forecasts, passed away at the age of 93, but remained in the memory of colleagues.
Vsevolod Viktorovich devoted his entire working life to studying the water resources of Kazakhstan. For more than 60 years, V.V. Golubtsov's scientific activity has been connected with the Hydrometeorological Service of the Republic of Kazakhstan.
Under his leadership, a large complex of experimental and theoretical studies was carried out, which raised knowledge about the republic's water resources and their hydrological regime to a qualitatively new level. He developed original methods for modeling and calculating the annual runoff of lowland and mountain rivers, the mineralization of lake water. Balkhash, as well as the level regime and water balance of the Aral and Caspian Seas. The results of his research, presented in scientific and applied monographs, have found wide application in various sectors of the economy of Kazakhstan.
Golubtsov V.V. was awarded the badge "Excellent Student of the Hydrometeorological Service of the USSR", entered into the Book of Honor of the USSR State Committee for Hydrometeorology, the S.M. Fleishman Medal for outstanding achievements in the field of selevedenie and jubilee medals.
The team respected him for his intelligence, attentiveness, responsiveness.
