Vice-Minister of Ecology Galidulla Azidullin told about the pre-flood hydrometeorological situation in the republic and the work carried out during the flood period of this year during a briefing at the Central Communications Service.
In his report , he noted: "As of February 1, 2023, the indicators of moisture reserves in the snow cover in the flat territory are mainly higher than the average annual values. According to the advisory forecast, in February, the air temperature in most of the country is predicted to be near the climatic norm. Precipitation in February is expected to be about normal in most of the republic, less than normal in Atyrau, Mangystau, most of West Kazakhstan, Aktobe and west Kostanay regions, more than normal in Turkestan, most of Kyzylorda, Zhambyl regions, in the southern half of Almaty and Zhetysu regions."
Regarding the preparation of hydraulic structures for the passage of flood waters, it was said that there are 1806 retaining hydraulic structures in total on the territory of the republic. At the beginning of the year, 1,322 GTS were surveyed, 471 objects require repair, 94 of them are in republican ownership, 327 are in communal ownership, 44 are in private ownership, 6 are unattended.
All owners of the GTS have been given recommendations on carrying out appropriate measures for the safe passage of leash waters and the preparation of the necessary inert materials and equipment.
"Today, the volume of accumulated water in large reservoirs is 60-75%. The volume of runoff is expected to be within normal limits and there are free reservoirs in all reservoirs for receiving flood water," the Vice Minister also noted.
The Ministry is also constantly monitoring the water management situation in the Syrdarya River basin and the Shardara reservoir.
So, today the volume of the Shardara reservoir is 4676 million m3, the volume of the Koksarai counterregulator is 1438 million m3. The inflow to the reservoir is 1101 m3/sec, discharge to the lower reaches of the Syrdarya River is 900 m3/sec, water intake of the Koksarai counterregulator is 350 m3/sec, discharge to the lower reaches of the Syrdarya River is 550 m3/sec.
The free capacity of the Shardara reservoir is 524 million m3, the Koksarai counterregulator is 362 million m3. The total free capacity is 886 million m3.
Currently, in order to ensure the safety and uninterrupted operation of the Kyzylorda, Aitek, Kazalinsky and Aklaksky hydroelectric power plants, in accordance with the operating rules, have been transferred to the transit mode.
In addition, in regions with an increased risk of flooding, duty schedules have been approved, the water management situation is constantly monitored, action plans for accident-free passage of flood waters have been developed and approved at all GTS, the necessary reserve of free tanks in reservoirs for the accumulation of flood waters is being created, water accumulation is being analyzed at transboundary water bodies located in neighboring states.
For rapid response and analysis on the basis of RSE "Kazvodkhoz", as well as its regional branches, headquarters have been created.
"In general, the water management situation at the republican property facilities is under constant control of our ministry," G. Azidullin said in conclusion.
