In the third decade of December, in the south and south-east of the republic, in areas where winter crops were cultivated, the temperature background was mostly below the norm of 1-3 ° C, in some areas near normal, precipitation was mostly less than normal, only in some areas of the Zhambyl region and the Zhetisu region near normal. Winter grain crops were still in a state of winter dormancy.

In the observed areas of the Almaty region and the Zhetisu region, the minimum air temperature dropped to minus 13...19 °C and the minimum soil temperature at a depth (3 cm) of the winter wheat tillering node dropped to minus 4 ...6 °C. The depth of soil freezing ranged from 9-20 cm to 33-41 cm. In the Almaty region, in the areas of winter grain cultivation, winter crops were under a snow cover with a height of 9-16 cm during the entire decade, in the Zhetysu region, the snow cover height at the end of the decade was 14-24 cm.

In the areas of winter grain cultivation in Zhambyl and Turkestan regions, the average air temperature was minus 1...7 °C, which is 1...2 ° C below normal. The minimum air temperature dropped to minus 10-18 °C in places (minus 22 °C) and the minimum temperature at a depth (3 cm) of the winter wheat tillering node dropped to minus 6 °C. The height of the snow cover ranged from 3-6 cm to 7-12 cm. In areas where the snow cover is less than 5 cm high, it is possible to reduce the winter hardiness of underdeveloped winter wheat crops. In most areas of the Zhambyl region, the soil froze to a depth of 7-14 cm to 21-31 cm, in the south the soil was thawed, only in the vicinity of the Shymkent weather station the soil froze to 6 cm.

The agrometeorological conditions in the south and south-east of the republic were satisfactory for wintering winter crops. Low air and soil temperatures, which are dangerous for wintering crops, were not observed.

In the last decade of December, weather conditions favored grazing, cattle were grazed everywhere on pastures, in the Alginsky district of the Aktobe region, in the Syrym and Zhanybek districts of the West Kazakhstan region, only in the Arkalyk district of the Kostanay region the animals were transferred to stable keeping.

There is mainly frozen sod on the pastures, in some pastures in the Aitekebi district of the Aktobe region, in the Kurmangazinsky district of the Atyrau region, in the Mangistau district of the Mangistau region and in the Karatal district of the Zhetysu region, the sod was wet.
