One of the responsible parties for the implementation of the Plan for the Liberalization of the Weather Forecast and Meteorology Services sector is the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan.
At the moment, as part of the implementation of the Liberalization Plan, changes have been made to the current legislation of the Republic of Kazakhstan.
On January 2, 2021, the Environmental Code of the Republic of Kazakhstan was adopted in a new version. Which regulates the activities of non-state producers of meteorological information and the activities of the National Hydrometeorological Service, which is classified as a state monopoly.
The innovations of these changes are:
- fixing the mandatory activities of the National Hydrometeorological Service to ensure the provision of services of national and international significance in the field of hydrological, meteorological and environmental monitoring, performed in the interests of the Republic of Kazakhstan at the expense of the republican budget;
- creation of legal conditions for the organization of the non-state service sector and monitoring of meteorological activities;
- the introduction of a notification procedure for the activities of non-State actors in the production of meteorological information.
In order to implement the requirements of the Environmental Code of the Republic of Kazakhstan, bylaws, rules for providing information by the National Hydrometeorological Service, and rules for maintaining the state register of producers of meteorological information should be adopted this year.
