The station was opened in 1915 in the village of Tulkubas railway station. In the history of its existence, there were two interruptions of work in 1916 and in 1921. From 1925 to the present, continuous observations are conducted here. The weather station was also moved several times: in August 1931, in May 1935, in October 1937 and 1940, and the last transfer was in 1958. The station operates under the Category II program all the time.
In 1942, a weather vane with a heavy board was installed at the station, and a Tretyakov sedimentation meter was installed in November 1953.
The weather site in 1915 was located 500 m to the east of the railway station near the construction of the village. In 1931, in August, the weather site was moved to the west, closer to the railway station. In 1935, it was moved again, to the outskirts of the station village.
In 1977, the station was moved from the village of Tyulkubas to the village of Vannovka. And on October 7, 1993, it was named after Turar Ryskulov.
South Kazakhstan region has 20 meteorological stations, including 3 stations with a century-old history. These are MS Turkestan-139 years, Tasyrak-115 years and Turara Ryskulova-106 years.
