In order to implement the Liberalization Plan for this sector, the relevant norms of the Environmental Code of the Republic of Kazakhstan were adopted, amendments were made to the legislation on permits and notifications, the Code of Administrative Offenses, amendments were made to the legislation of other EAEU countries aimed at the free provision of services in the field of meteorology by producers of meteorological information from some EAEU member countries in other member countries, on the basis of permits received in their countries, work will be organized on the exchange of information, a mechanism for preventing violations and applying liability measures has been established.
Currently under development:
- Rules for providing information to the National Hydrometeorological Service.
- Rules for maintaining the State Register of Producers of Meteorological Information.
Changes have already been made to the current legislation of the Republic of Kazakhstan, which regulates the activities of non-state producers of meteorological information and the activities of the National Hydrometeorological Service (RSE "Kazhydromet"), which is classified as a state monopoly.
The essence of these changes is:
- fixing the mandatory activity of the National Hydrometeorological Service to ensure the provision of services of national and international significance in the field of hydrological, meteorological and environmental monitoring, performed in the interests of the Republic of Kazakhstan at the expense of the republican budget;
- creation of legal conditions for organizing the activities of the non-governmental service sector and monitoring meteorological activities;
- the introduction of a notification procedure for the activities of non-State actors in the production of meteorological information.
The work was carried out by working groups with the participation of representatives of all the EAEU countries, the authorized body of the Republic of Kazakhstan represented by the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan, similar specialized departments of other EAEU member states, as well as representatives of all National Hydrometeorological Services of the EAEU countries, and the norms of legislation regulating this activity were harmonized,
It should be noted that within the framework of the EAEU, a number of other Liberalization Plans were adopted in the field of cartography, surveying, property valuation, etc., the implementation of which is aimed, among other things, at opening the markets of other EAEU member states to business entities that are residents of the Republic of Kazakhstan.
