In connection with the current emergency on May 29, 2021 in the Charyn canyon, RSE "Kazhydromet" informs the following that on 28.05.2021, at 12:28h, it issued and sent to the State Institution "Kazselezashchita" a weather forecast for 29.05.2021 in the mountainous area, including in the Almaty region, according to which short-term rain with a thunderstorm was expected. By definition, short-term rain is precipitation lasting from a few minutes to 3 hours, with different intensity, that is, from light rain to rain of a torrential nature, with an amount of 1-14 mm, in fact, 6 mm fell.
This fact does not apply to a storm warning, since according to the methodological guidelines for making weather forecasts and assessing their justification, approved by the Order of the Ministry of Environmental Protection of the Republic of Kazakhstan No. 355-o of 26.12.2011, storm warnings are issued in cases where the predicted rain is expected within the criteria of a dangerous phenomenon, that is, from 15 to 29 mm of precipitation and lasting 12 hours or less.
At the same time, we note that on the basis of the Joint Order between the Ministry of Emergency Situations and the Ministry of Emergency Situations of the Republic of Kazakhstan dated 2021 "On the mutual exchange of information on hydrometeorological support" on 28.05.2021 at 12:34 hours, hydrometeorological information No. 3 for 29.05.2021 was sent to the Ministry of Emergency Situations, the Emergency Department of the Almaty region and the State Institution "Kazselezashchita", which also contained information about the expected short-term rain with thunderstorms in mountainous areas. Based on the above-mentioned Order, Kazhydromet is responsible for transmitting hydrometeorological information to the relevant state and local authorities for decision-making.
